VW to pay $1B in settlement with US government over V6 diesels

Volkswagen and the US government have come to a settlement for the civil claims against the automaker's 3.0-liter, diesel V6s. Over 83,000 V6 TDI-powered models are currently prowling US roads in violation of emissions laws. The settlement allows VW to recall over 75 percent of its cheating V6 diesels – about 63,000 units – and bring them into compliance. These represent newer VW Touaregs, Audi A6, A7, A8, Q5, and Q7s, and Porsche Cayennes built between 2013 and 2016. According to the company, the recall will bring these so-called Generation Two engines up to emissions specs, provided the EPA and CARB okay the modifications. Should the regulators say no to VW's tweaks, the company will buy back or terminate leases with the affected owners. For older V6 TDIs built between 2009 and 2012, Volkswagen will do broadly the same thing, only in reverse. It will lead with buy backs of older Touaregs and Q7s – the only vehicles the company sold with the earlier engines – but could offer fixes if EPA/CARB give the okay. As part of its agreement over the emissions-cheating V6s, Volkswagen will contribute $225 million to the "environmental remediation trust" it established as part of its settlement over cheating 2.0-liter TDIs. VW is also on the hook for $25 million with CARB, bringing the total for the six-cylinder part of its emissions cheating scandal to around $1 billion, Automotive News reports. Auto Express gets close-up look at the 2016 Audi R8

Audi invited Auto Express to the Ascari circuit in Spain to get a ride in the new R8 that will be introduced at the Geneva Motor Show. Jack Rix starts by giving us a walkaround of the camouflage-covered coupe, the obvious difference between it and the leaked image from a couple of weeks ago being the slatted front intakes. However, those intakes are present on the image Audi teased showing off one new, slimmer, laser headlight. The biggest shock: there will be no V8 model at launch - there will be one engine in two levels of tune. The first is the 5.2-liter R8 V10 with 540 horsepower, a bump of 15 hp over the present car. The second is the 5.2-liter R8 V10 Plus with 610 hp, a leap of 60 hp over the current model. That hotter trim, identified by its fixed rear wing, drops the 0-60 mile per hour time by a half-second to 3.2 seconds, and increases top speed seven miles per hour to 205 mph. Rix ran his fingers along the intakes behind the door and said he could feel sideblades, so all is not lost - what would an R8 be without sideblades? More obviously, on the V10 Plus Rix looked over there are new trapezoidal exhaust tips framing a serious diffuser in back. Underneath, the aluminum chassis adapted from the Lamborghini Huracan is 15 percent lighter than before and 40 percent stiffer. Shifting will be done via a seven-speed S-tronic dual-clutch transmission only. There are seven driving modes, a switchable exhaust note, and more direct variable steering. The German test driver Rix rode with said the new R8 is easier to drive faster, which - no matter what you think of the looks - will make it pretty special. Recharge Wrap-up: Chevy Spark EV in Canada, Audi to use Valeo electric supercharger

The Chevrolet Spark EV will become available to retail customers in Canada. "We're expanding our electric vehicle offerings to our customers by offering the 2016 Spark EV for retail sales in the growing EV markets here in Quebec as well as in Ontario and BC," says Chevrolet's Chris Hay. Four recreational vehicle companies in Texas have settled with the EPA over illegal import and sale of off-road vehicles. The 4,000-plus Hammerhead brand vehicles in question were imported without the proper certification, a violation of the Clean Air Act. Some vehicles lacked proper emission control equipment or were manufactured by a company not listed on the certificate application. The settlement totals $560,000 in civil penalties for the companies involved. Read more from the EPA. The Iowa Supreme Court has upheld the state's natural gas tax, which was challenged by the ethanol industry. Ethanol producers, which use natural gas to make ethanol, argued the complicated tax was unconstitutional, as it forced certain plants to pay more than their competitors. Taxes vary by location, and some plants have to tap into interstate pipelines at much higher tax rates rather than get it from a local utility. Now, ethanol producers will work to change the law. "My hope is that people understand that, something may be constitutional but that doesn't make it good public policy," says Iowa Renewable Fuels Association Executive Director Monte Shaw. Valeo says Audi will launch a vehicle using its electric supercharger next year, with other reports suggesting that car will be the Audi Q7. The company says other unspecified automakers will also use the technology in their vehicles.
