Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

So when the Bavarians install a new head of design, that’s also worth a look. Massimo Frascella is that person, a 52-year-old Italian designer who this summer will succeed Marc Lichte. Lichte ran Audi design since 2014 and will take up a new role within the Volkswagen Group. Frascella, a student at the Istituto d`Arte Applicata & Design in Turin, ignited his career at Stile Bertone, and his resume after that evolves impressively. He subsequently held positions at Ford Motor Company and Kia, and since 2011, Frascella has held senior positions at Jaguar Land Rover. He was responsible for the creation of several models: Discovery Vision Concept (2014), Discovery Sport (2014), Discovery (2016), Velar (2017), Evoque (2019) and Defender. In 2019 he became creative director of Land Rover and in 2020 design director. He was also instrumental in the development of the range of new electric Jaguars that are in the works. “Joining Audi is a very special moment for me,” Frascella said. “I am deeply honored to assume the role of chief creative officer and to guide such a talented team in shaping the future of the brand to new heights of innovation and distinction. De Silva was appointed head of Audi design in 2002. From 2007 to 2015, he supervised the design strategy for the entire Volkswagen group, including the TT, the Scirocco, the Passat and the Golf. AMS Alpha 10 Audi R8 First Drive [w/video]

Horsepower is a relative number. Compared to the 1,500 hp in the last AMS car we drove, the face-melting Alpha 12 GT-R, 900 seems pretty tame. But by any rational standard that's a crazy amount of power, the kind that's hard to grasp in practical terms. When AMS Performance called us and offered a test in the 921-hp Alpha 10 Audi R8, saying yes was easy. Figuring out how to demonstrate that much thrust was the tricky part. Our solution was to head to the drag strip. What better way to show off the wicked alterations wrought by AMS president Martin Musial and his team than a video showing the car do the Star Trek warp speed effect through the quarter mile? AMS has a history of building quick drag strip cars, like the aforementioned GT-R and a series of Mitsubishi Lancer Evolutions. Vice president Arne Toman even owns the world's fastest Hearse. We should have taken the broken scoreboard at Milan Dragway as an omen. Wiped out by a lightning strike, both displays have since been replaced. Before our test both Musial and Toman explained that the Alpha 10 R8 wasn't built with drag racing in mind. But, being good sports, both met us at the track in southeast Michigan, unloaded the R8 from its trailer, and let us run through the timing lights over and over. The best time that day was 11.0 seconds at 136 mph, uncorrected. One of the many amazing things about the Alpha 10 Audi R8 is that it's essentially a bolt-on system. That's fast, but not what you'd expect for 786 horsepower at the wheels. And, honestly, we're not disappointed. First, a 4,200-rpm rev limiter was set too low to launch on the sticky drag strip. Put another way, that drag strip time is almost a street start. For what it's worth, Musial and Toman didn't seem concerned about the numbers. Like we said, they present the Alpha 10 as an all-around performance car, and we believe them. Now, if you go to AMS with the drag strip in mind, Musial and his staff can program whatever launch rpm you desire. (You're on your own for clutch replacements.) A reflash of the engine controller is part of the Alpha 10 package. Drop off a stock R8 V10 at AMS (or any of its 70-plus dealers), and they'll pull out the suitcase-shaped muffler that sits behind the engine. A pair of turbochargers, small mufflers, and two heat exchangers attach to the stock exhaust system mounts, while a giant water-to-air intercooler sits on top of the engine.
