Recharge Wrap-up: Audi Q5 EV built in Mexico, Tesla's $1.26B expansion

Audi will build an electric version of its Q5 in Mexico, according to anonymous sources close to the matter. Audi plans to shift all Q5 manufacturing to its $1.3 billion factory in San Jose Chiapa, which is set to open this fall. Initially, the company will build internal-combustion Q5s at the plant, with an electric version to be introduced in the near future. One source tells Automotive News Europe that Audi is currently training personnel ahead of the facility's opening. The Q5 is currently built in Ingolstadt, Germany, with some being assembled in China and India for sale in those markets. Read more from Automotive News Europe. Tesla is applying for $106 million in tax breaks as it expands its Fremont factory to the tune of $1.26 billion. The expansion comes as the electric automaker looks to accelerate production in order to meet demand for the upcoming Model 3 sedan, and the buildout will include a new production line dedicated to the model. Tesla plans to ramp up production to 500,000 units a year in 2018, though Tesla CEO Elon Musk says the Fremont factory could potentially build a million cars annually. Read more at Electrek. Audi A3 diesel fails independent emissions test in Europe

The best-selling model under Volkswagen's Audi division was emitted about double the legal limits of nitrogen oxide (NOx) levels for Europe, Reuters says, citing laboratory tests overseen by the European Commission's Joint Research Center (JRC) in August. The Audi A3 was found in two tests to emit about double the legal limit of NOx, though one of the tests had the A3 within the limits when the engine was cold. An Audi spokesman told Reuters that the A3 was independently tested to have emissions levels within the legal limit and that he wasn't aware of the JRC test results. Still, the findings are another example of how Volkswagen, Europe's largest automaker, can not seem to shed the issues surrounding the diesel-emissions scandal that broke last September. VW has been fined about $19 billion for equipping diesel cars with software that cheats emissions-testing systems. About 11 million cars were affected, including about a half-million vehicles in the US. In addition reaching a $15 billion settlement with US regulatory bodies such as the Environmental Protection Agency (EPA) and the California Air Resources Board (CARB) earlier this year, VW has been fined $15 million by the South Korean government, which may impose more penalties because of allegations of false advertising. Audi is not the only VW unit to face further scrutiny. Germany's Transport Ministry and Federal Motor Transport Authority are taking a closer look at VW's Porsche division for potential emissions-cheating efforts, Bloomberg News recently reported. Additionally, the European Union is saying that at least seven of its member nations failed to provide sufficient oversight of automobiles' emissions-testing process, and may take legal action against Germany, Spain, Luxembourg, Czech Republic, Lithuania, Greece, and Great Britain, according to a separate Reuters article. Next-gen Audi R8 E-Tron could have 280-mile range

Will the next hypermiling contest take place between the latest iteration of the Audi R8 E-Tron and a Tesla Model S. On paper, the single-charge range between the high- and higher-end EVs are nearly identical, so it's possible. But what fun would that be, using light pedal foot and all? Audi has released the latest specs for the R8 E-Tron, and they are just beastly. The EV will deliver 456 horsepower, have 679 pound-feet of torque and will be able to jet from 0 to 60 miles per hour in less than four seconds. More stunningly, the car will have a single-charge range of 280 miles, which is about 15 miles longer than the Model S's range. Audi says the new, long-distance pack is due to " new battery cells," but declined to go into detail. Despite the excellent numbers, not everyone thinks a new R8 E-Tron poses any threat to Tesla. Prices for the "base" version of the R8 with a gas-powered V10 engine start at 165,000 euros ($185,000), and there's no guessing yet what an EV version will cost. Whatever it is, the car's been markedly improved compared to the earlier iterations. We reported on progress of the new R8 E-Tron about a year ago that the single-charge range would climb to about 250 miles, and that the mill would deliver about 376 horsepower. Audi first showed off a concept version of the car at 2009's Frankfurt Auto Show, saying at the time that the model had a single-charge range of about 150 miles. So this is good progress.
