Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

Refreshed 2016 Audi Q3 starts at $34,625

The Audi Q3 only arrived in the US for the 2015 model year, and for 2016 the compact luxury crossover is already getting a new front end, plus a bump in price to go with the facelift. The cost for the base Premium Plus trim with front-wheel drive is now $34,625, which includes the $925-destination charge on all models. That's $1,200 more than last year. For the extra money, customers get a resculpted front end that features harder angles in the chrome shield that outlines the grille. The piece now extends to connect to the reshaped headlights, and the air intakes in the bumper get a larger, more aggressive look. At the rear, the taillights also have a tweaked design. Buyers get to choose from new exterior colors, as well, including Hainan Blue, Utopia Blue, Misano Red, and Cuvee Silver. In addition to the revised styling, fore and aft parking sensors and a rearview camera are now among the standard features. The higher-spec Prestige trim now rings up for $39,525 in front-wheel drive form. It adds features like a standard 7-inch MMI navigation system, power tailgate, blind-spot monitoring, a 14-speaker Bose stereo, and full LED headlights. New powertrains are not among the list of changes for the Q3. All models still come with a 200-horsepower, 2.0-liter turbocharged four-cylinder that's hooked up to a six-speed automatic. Front- wheel drive is standard, but Quattro all-wheel drive is a $2,100-option on both trims. 1984 Audi Sport Quattro expected to hammer at nearly half a million dollars

The highest prices paid at automobile auctions continue to be claimed by European sports cars, with names like Ferrari and Bugatti forever topping the lists. But what we have here is not quite a sports car. It's more of a hot hatch, but its still expected to fetch between $350,000 and $475,000 when it goes up for auction next month in Arizona. That's because this is no ordinary hot hatch... it's the prototypical hot hatch: the legendary Audi Sport Quattro, one of the most maniacal and dominant homologated rally machines ever devised. Shorter in wheelbase and dartier of handling than the Ur-Quattro that came before it, the later Sport Quattro was built to comply to with the FIA's legendary Group B regulations. That meant that it competed with the likes of the Lancia 037, Ford RS200 and Ferrari 288 GTO – beating them all in the World Rally Championship one after another – but also had to be built in limited quantities and sold to the public. And so Audi and its nascent Quattro GmbH skunkworks division built 214 road-going examples of the Sport Quattro, and this could very well be the most immaculate example in existence. It was previously owned by noted collector Yoshikuni Okamoto of Kobe, Japan, and with barely more than 5,000 miles on the odometer, recently underwent an exhaustive service at Audi of Fairfield, CT – one of the company's largest dealerships – and though the Sport Quattro was never offered for sale in the US, this one is now fully registered for use on American roads and comes in impeccable condition despite its 30 years of age. Even the low end of the pre-auction estimate is nearly double the $184,860 which Sports Car Market reports Bonhams sold an '85 Audi Sport Quattro in September 2013.
