Recharge Wrap-up: Electric Bayliner conversion, China considers EV mandates

An electric mobility enthusiast converted a Bayliner boat to electric power. Using 10 Tesla modules to build a 32-kWh battery pack, Scott Masterson's 2016 Bayliner 175 now uses an electric motor in place of the original 3.0-liter Mercruiser engine. With a top speed of about 53 mph and a range of about 25 miles, Masterson can enjoy a nice cruise on the water without the accompanying gas fumes. Audi's updates to the 2017 A3 include the E-Tron plug-in hybrid. Inside the car, it will likely get Audi's "Virtual Cockpit" instrument display. The MMI infotainment system will be updated, with available Apple Carplay and Android Auto functionality. Slight changes to the headlights, taillights, and grille will make up the bulk of the exterior visual changes. Hyundai has delivered its first hydrogen-powered car to Quebec. The Centre de Gestion de l'Equipment Roulant (Rolling Stock Management Center), which manages the province's government fleets, took delivery of a 2016 Hyundai Tucson Fuel Cell. It is leased in partnership with the University of Quebec's Hydrogen Research Institute of Trois-Rivieres, where the vehicle will be refueled. Read more from Green Car Congress. China is considering mandates for cleaner cars similar to those imposed by California. Unlike its current subsidy-based incentives, China could potentially require automakers to either produce or import more electric vehicles or purchase carbon credits from automakers that do. A draft of the legislation from the National Development and Reform Commission would fine non-compliant automakers at five times the price of the credits. "Without question, this will be good for the industry and will promote the development of all types of clean-energy vehicles," says China Association of Automobile Manufacturers Deputy Secretary General Ye Shengji. Subaru WRX STI vs. Audi S3 in compact AWD dustup

It's not every day that a Subaru and an Audi can be reasonably compared head-to-head; the two brands tend not to compete directly in their respective segments. However, the latest WRX STI and the S3 Sedan offer the perfect chance to find out if the working-class Scooby can beat its upper-crust competitor.
The UK's Auto Express gets behind the wheel of these two all-wheel drive performance sedans, or saloons as the Brits call them. Across the pond, both of them are rated at an identical 296 horsepower, but the Subaru edges out the Four Rings on torque. Like in the US, British buyers have to pay a little more to get the Audi, but it comes with a nicer interior and more brand cachet, if that means anything to you.
The video starts out with a fairly standard road test comparing the two of them back-to-back - all fairly subjective. But then Auto Express takes the trip to the drag strip, and the results there are much more conclusive. There's a definite winner when they cross the line, but you have to scroll down to see which of these turbocharged models with rallying heritage wins out.

Next Audi Q7 to debut with electric turbocharger?

For years, the concept of an electric turbocharger was essentially a joke sold on eBay to boost power in your slammed Civic, but in the last five years it has moved from an idea on a piece of paper to a feasible reality. Audi has already toyed with a showcase of the cutting-edge tech in road cars with the RS5 TDI concept. Now, reports suggest an electric turbo may make it to the streets as soon as next year in the next-gen Q7 (spy shot pictured above).
"I can confirm we are working on the development of the e-boost definitely," said Ulrich Weiss, Audi's diesel engine boss, to Australia-based Drive. He didn't give an exact timeframe but hinted at sometime next year, possibly in the Q7. He also suggested the chance of an RS-branded diesel model in the vein of the RS5 TDI concept on the horizon, as well.
This tech isn't entirely new for the folks in Ingolstadt. Audi's R18 endurance racer already uses such a system to capture waste heat from the engine, converting it to electric power to further power the hybrid car. The RS5 TDI concept employs a similar idea with a 3.0-liter, twin-turbocharged V6 with an electric supercharger to make up for the turbo lag. It's able to pump out 385 horsepower and 553 pound-feet of torque and allegedly sprint to 62 miles per hour in four seconds.
