Feds allege widespread Volkswagen cheating on clean-air rules

Volkswagen intentionally installed software in nearly a half-million diesel vehicles that helped the cars evade substandard results on emissions tests, the federal government charged Friday. The Environmental Protection Agency issued a notice of violation to the German automaker, saying the company's software broke the law by violating two provisions in the Clean Air Act. Circumventing the standards meant affected cars emitted as much as 40 times the allowable level of certain pollutants. Both the EPA and California Air Resources Board have launched investigations. In its notice of violations, the EPA said Volkswagen officials admitted to installing and concealing what they call a "defeat device," which was designed to detect when the cars were undergoing official emissions tests – and only turn on emissions controls during that time. "Our goal now is to ensure that the affected cars are brought into compliance, to dig more deeply into the extent and implications of Volkswagen's efforts to cheat on clean air rules, and to take appropriate further action," said Richard Corey, executive officer of CARB. The allegations cover approximately 482,000 vehicles sold in the United States over the past seven years. Cars involved include diesel versions of the Jetta, Beetle, Audi A3 and Golf manufactured between the 2009 and 2015 model years. Passats manufactured for the 2014 and 2015 model years are also included. Federal officials note there is no safety danger to motorists, but the cars will be recalled for repairs. If true, Volkswagen faces a fine that could run in the hundreds of millions of dollars -- likely higher than the $300 million charge the EPA levied last November at Hyundai and Kia for exaggerating the fuel-economy in several models. The charges also put a tremendous dent into the company's plans to increase sales of its "Clean Diesel" vehicles in North America. In a written statement, Volkswagen Group of America acknowledged it had received the notices from the EPA and CARB. "VW is cooperating with the investigation; we are unable to comment further at this time," it said. Federal officials said the defeat-device software was uncovered during an independent analysis by researchers at West Virginia University, who in working with the International Council on Clean Transportation, a non-governmental organization, raised questions about emissions levels.

Weekly Recap: 2016 CTS-V gives Cadillac new momentum for the new year

It's been a rough year for Cadillac. The historic luxury carmaker been in the news for all of the wrong reasons: Declining sales, ditching its advertising agency and the relocation of its headquarters from Detroit to New York. But in late December, Cadillac reminded everyone what it does best: Build some of the rawest and most compelling luxury sedans in the world, as evidenced by the 2016 CTS-V. This monster churns out 640 horsepower from a supercharged 6.2-liter V8. Sound familiar? That's the Corvette Z06 engine, and it makes this CTS the most powerful production Cadillac ever. It also puts the sporting divisions of the Germans on notice. The new CTS-V easily overpowers the Mercedes-Benz E63 AMG S 4Matic and its 5.5-liter biturbo V8 rated at 577 hp, and the BMW M5 (with the competition pack) and its 4.4-liter twin-turbo V8 that pushes out 575 hp. The rear-wheel drive Cadillac can sprint to 60 miles per hour in 3.7 seconds, which is close to the 3.5-second time turned in by the 4Matic-driven E63 S, and a bit quicker than the 4.1 seconds posted by the M5. With Magnetic Ride Control, General Motors' stout eight-speed automatic transmission (also used in the Corvette), Brembo brakes and a carbon-fiber option package that pretty much builds your car out of carbon fiber – it's clear this Cadillac means business. Truth be told, we expected this CTS-V to deliver. It's been a serious sports sedan for a decade, and the recent generation and its 556-hp arrogance have been particularly memorable. But notice what we're doing here? We're talking about product. Not who makes Cadillac's ads, or if the brand's headquarters has a mailing address in NYC. Like the 2016 ATS-V that's due in the spring, the debut of the 2016 CTS-V (on sale in late summer) is a shot in the arm for Cadillac, and its arrival comes during time of transition. The brand is trying to reinvent itself as a modern luxury maker. It wants new customers, a different image and obviously more sales. Those things are going to take time, but with a 640-hp sledgehammer of a sports sedan on tap for next year, Cadillac can still maintain some of its swagger through all of the change. 2016 Audi A4 is larger, lighter [w/video]

The 2016 Audi A4 arrives with a bang, but no surprises. We say that because the formula for creating the new A4 is one we know all too well. Make it larger, add a bunch of content, reduce weight, and improve both power and efficiency. It's a recipe for success, and this fifth-generation A4 looks to be a solid contender against its chief rivals, the BMW 3 Series and Mercedes-Benz C-Class. The shape hasn't changed; it's immediately recognizable as an A4. Instead, this new model updates that familiar design with sharper lines, similar to what we've seen on the new Q7, or even the R8. The big story here is that the 2016 A4 is up to 264 pounds lighter than its predecessor, depending on trim and engine. Additionally, the A4 is the most aerodynamic car in its class, boasting a drag coefficient of just 0.23. A fresh, modern cabin lies within that lighter shell – one that looks decidedly more upscale than the last A4. Many elements are reminiscent of the Audi Prologue concept that we first saw (and drove) in Los Angeles last year – specifically, the steering wheel, and the new MMI controls. In fact, Audi has positioned its infotainment controls closer to the center console – in front of the gear selector. This reminds us of the current A8, where Audi specifically designed its shifter to act as a sort of wrist rest. You can rest your arm on the gear lever and still access all of the MMI functionality. Speaking of which, that's the latest generation of Audi's MMI interface, packing navigation, touch capability, LTE connectivity, and WiFi in the 8.3-inch color display. Audi isn't saying which engines will come to the United States right now, but when the new A4 launches, it'll be offered with three gasoline and four diesel engines in Europe. Our best guess is that the US-spec car will come with the latest 2.0-liter TSFI turbocharged inline-four with 272 horsepower, as well as Audi's tried-and-true 2.0-liter TDI diesel four. Front- and all-wheel drive will be available, and for the first time, two-wheel-drive models will get a proper dual-clutch transmission – no more CVT. There's a whole lot more to lean about the A4 in the press release, posted after the reveal video. You can also see the 2016 A4 in sedan and Avant forms in the galleries above and below – it's unclear if the wagon will make its way to the US. The A4 Avant has been sold here before, but currently, Audi only offers that more functional bodystyle in Allroad spec.
