No On-Site Estimate?

After describing our window problem on the phone, the gentleman gave me an estimate of $15,000-$18,000 to fix it. I requested an on-site visit to discuss the issues that are contributing to the problems and solutions Norman``s Glass could provide. He told me they don`t do free on-site estimates. The only way he would do business with me is to come on-site to measure, collect half of the total cost of the job, the... view moren order materials. Am I crazy or is this rediculous?
