Recharge Wrap-up: Jaguar Land Rover talks EVs, Batteries should be modular

A new study out of Germany suggests adopting a modular approach to battery offerings in plug-in hybrid and extended range electric vehicles. Automakers could offer the same car with different battery sizes (and different costs, accordingly) to drivers depending on their driving ranges. This would optimize the total cost of ownership for various drivers better than the current approach. Developing a modular battery design and offering appropriate batteries for different customers "is the key for electric powertrains to meet customer expectations and become cost competitive against conventional technologies," according to the report from the Institute of Vehicle Concepts, German Aerospace Center. Learn more at Green Car Congress. Jaguar and Land Rover are looking to offer more electric driving from their vehicles. Wolfgang Ziebart, head of product development for Jaguar Land Rover, said in an interview that its hybrid system is being tweaked for more electric power and "downsized" combustion. He also said the likely target market for EVs would be second and third vehicles, rather than primary vehicles for urban driving. Within that market, Europeans look for something smaller, while American drivers lean toward larger luxury vehicles for their second car. Thailand will likely approve a Volkswagen factory as early as next week. A German newspaper suggests that Thailand's Board of Investment is set to greenlight the plant, which is planned for a site near the Port of Bangkok. Thailand is a relatively large and growing auto manufacturing country, which seeks to be a major producer of eco-friendly vehicles. The country's "Eco2" program would provide incentives to Volkswagen if it builds clean cars and meets certain production targets. Read more at Reuters. Formula E has chosen Sky Deutschland for broadcasting rights in the German market. The deal includes television rights, as well as online broadcasting. Sky Deutschland has 3.8 million subscribers in Germany and Austria. Showing the races on Germany's largest pay television provider should help generate interest for the series, particularly the Berlin ePrix - the inaugural season's penultimate race - scheduled for May 30, 2015. McLaren F1 poaches Jost Capito from VW WRC

The executive shuffle continues at the McLaren Formula 1 team with news that Ron Dennis has lured Jost Capito away from his position as head of Volkswagen Motorsport. Capito will become the CEO of McLaren Racing, replacing Jonathan Neale who took the position on an interim basis at the beginning of 2014 to replace Martin Whitmarsh. Whitmarsh, who had been with McLaren for 24 years and spent five of them as F1 team principal, left the company after being moved out of the CEO position. Neale, on the other hand, who has been with McLaren Racing since 2001, is moving over to the newly created position of COO of the McLaren Technology Group. Capito left the Ford SVT division in 2012 to run VW Motorsport, and has spent the past three years shepherding the brand's World Rally Championship to three consecutive driver's and manufacturer's titles. Before that, his lengthy racing resume includes developing high-performance BMW engines, winning the Dakar Rally as a co-pilot, executive positions with Sauber in the early nineties, and managing Ford's WRC team. Dennis, who first approached Capito last summer, called him, "extremely impressive, competitive, and ambitious." The Woking team has some great parts, but it hasn't been able to make the most of them comprehensively since the end 2012 season. Autosport says that Capito has the ability to make the best pieces work together, which will probably be his biggest challenge at McLaren. Capito will remain at VW until a successor is found. VW air rule violation allegations 'stunning,' $18B fine unlikely

The big automotive news today was the US federal allegations that VW quietly and illegally installed software on approximately 482,000 diesel vehicles sold in the United States so that they would not return substandard results on government emissions tests. To say the least, this is potentially a very big deal. You can read the details of the government's allegations here. The problem seems to be with the NOx trap. Sam Abuelsamid, a former AutoblogGreen editor who is now a senior research analyst at Navigant Research's Transportation Efficiencies program, told me that there were some hints that VW's diesel emissions strategy had issues a while back. The vehicles affected by today's announcement are all equipped with the 2-liter, 4-cylinder TDI, he said. They all have the lean NOx (nitrogen oxides) trap, whereas all other current modern diesels use urea to treat NOx emissions. "When VW launched those vehicles, I went to the TDI launch program in Santa Monica and asked them if they were going to put the diesel engine into the Tiguan because that would be an ideal application," he said. "They said no, because it would be too heavy. Turns out, the NOx trap was enough to meet the emissions standards in the smaller cars, but not the Tiguan. That seems to be where the problem is, in the NOx trap. All the other big VW and Audi diesels, they use urea, just like BMW and Mercedes do." Abuelsamid added that, in California, to do an emissions test, testers don't stick a probe up the exhaust, as you would suspect. Instead, they just do a visual test to make sure nothing was tampered with and then plug a scanner into the OBD-II port to read the codes. The news today basically says that the cars were programmed to send out false codes, giving readings that testers are looking for instead of what's actually going on. "That's the background, as far as I know at this point," he said. This could be "a black eye on the auto industry." - John O'Dell Speaking at the AltCar Expo in Santa Monica just hours after the news first broke this morning, Edmunds.com's John O'Dell said the Fed's allegations were "stunning." The idea that VW might have gamed the system, he said, "underscores how important EPA clean air numbers are, that a company would allegedly stoop to this to try and meet them. Obviously, people are paying attention to that sort of thing.
