California orders VW Group to fix 15,000 3.0L diesel vehicles

The California Air Resources Board has ordered Volkswagen to come up with a plan for repairing approximately 15,000 cars sold in the state that contain illegal software that may circumvent emissions testing. In a letter sent to Volkswagen Group of America and several company brands, CARB's chief emissions officer says the company has 45 business days to submit a recall plan that will fix affected Volkswagen, Audi, and Porsche models equipped with 3.0-liter diesel engines sold in the state since 2009. "We expect full cooperation in this investigation so this issue can be addressed expeditiously and appropriately," wrote Annette Herbert, chief of emissions compliance. The violations first surfaced in a meeting last week between California regulatory officials and Audi executives. In that meeting, Audi admitted certain versions of A6, A7, A8, Q5 and Q7 models contained three previously undisclosed auxiliary emissions control devices. An auxiliary device is not necessarily the same as a defeat device that intentionally cheats on emissions testing, but Audi and other affected brands hadn't disclosed the existence of the AECDs, which is a violation of the state's health and safety code. Had they been disclosed prior to vehicle certification, there's a possibility CARB may have approved use of the devices. In a statement Wednesday, CARB did not elaborate on whether it considered the three devices mere AECDs or defeat devices. When Volkswagen submits its plan to fix the cars, CARB says it must include an assessment of how the repairs will affect fuel economy, performance, drivability, and the safety of each vehicle. The 15,000 cars affected in California are part of roughly 85,000 nationwide which contain the affected 3.0-liter engines. The US Environmental Protection Agency may soon address how it expects Volkswagen to fix the remaining cars. "EPA and CARB are working closely and continue to investigate following the admission by Volkswagen that the issues EPA identified in the November 2nd NOV (Notice of Violations) extend to all 3.0-liter diesel Volkswagen, Audi, and Porsche vehicles," an agency spokesperson said in a statement Wednesday. "EPA will take all appropriate enforcement action." The 3.0-liter developments, of course, come on top of the company's September admission that 482,000 diesels equipped with 2.0-liter engines contain defeat devices that detect emissions testing and alter the cars' performance.

The VW diesel emissions scandal, first brought to light in September, gets a new wrinkle, as an internal investigation by the German automaker revealed [00:00:30] irregularities in CO2 emissions that could affect approximately 800,000 vehicles. VW estimates the issue could pose a 2-billion euro economic risk. VW claims that most of the vehicles affected have diesel engines, but industry analysts say a 1.4-liter gas engine is also affected. VW says that fuel consumption figures were set too low during the CO2 certification process. During all of this, sales of some diesel-powered Volkswagen, Audi, and Porsche models [00:01:00] have been halted. Takata Corporation is back in the news in connection with its deadly airbag scandal. Federal regulators fined Takata $70 million. If the parts supplier does not comply, the fine could balloon to $200 million. Takata was also dropped this week by its biggest customer, Honda. And now, Toyota and Mazda will be following Honda's lead in dropping Takata. We're also hearing that Mitsubishi and Subaru are considering a switch in air-bag inflator suppliers. SEMA 2015 [00:01:30] came and went. We saw offerings from Mopar, like the AWD Challenger concept. Honda unveiled a Ridgeline that it will race at the Baja 1000, which gives us a hint at what future production model could look like. The celebrity presence was also felt in Vegas as it always is. Kid Rock brought a Duramax Diesel Chevy Silverado, and Acura restored and presented Ludacris with his now famous 1993 Acura Legend. Those are the highlights from the week that was. 2015 Volkswagen Touareg TDI Quick Spin [w/video]

There are two particularly great things about diesel-powered cars: torque and range. The 2015 Volkswagen Touareg TDI has both in spades. We put 190 miles on our test car, and upon return, the computer claimed we still had 490 miles to go. We weren't even averaging the EPA-estimaged 29 miles per gallon highway. Plus, that's in a sport-utility vehicle with tons of room and a whopping 406 pound-feet of torque. That said, our most recent adventure with the Touareg wasn't totally positive. This thing feels decidedly long in the tooth, despite a 2014 refresh. Driving Notes The Touareg TDI's powertrain really is the star of the show. The 3.0-liter, turbodiesel V6 has been in service since 2009, but it's still a dynamite engine. With 240 horsepower and 406 pound-feet of torque, the latter of which can be called upon at just 2,000 rpm, there's no shortage of thrust under your right foot. Turbo lag is an issue when you get aggressive with the throttle, but don't drive like a boob and you'll be fine. ZF's critically acclaimed eight-speed automatic delivers that power to all four wheels. But where other ZF-equipped vehicles deliver a crisper, sharper character, the TDI's trans is tuned for a far more relaxed driving experience. Upshifts are leisurely; the eight-speed keeps you right in the thick of the Touareg's broad torque curve. The suspension tuning follows a similar philosophy. It's far more comfortable than dynamic, soaking up all manner of bumps and general imperfections with aplomb. That said, the Touareg does not feel floaty or disconnected – just smooth. The greasy bits of the Touareg are very desirable, but the package they're wrapped in is less so. It's not that the interior or exterior designs are necessarily bad – fans of Earth tones will love our tester's Black Oak Brown Metallic paint and Cornsilk Beige interior – they're just kind of bland, or anonymous. The switchgear and buttons come from the Volkswagen parts bin, and while they're fine on a $20,000 Golf, these pieces aren't as appropriate in a vehicle that starts at more than twice the price. The dash plastics and faux wood don't look as nice as what's inside an Acura MDX, or even a Jeep Grand Cherokee. This mid-level Touareg TDI Lux starts at $57,580.
