EPA discovers defeat device in more VW TDI engines

In a sternly worded letter, the United States Environmental Protection Agency has issued a new set of allegations against Volkswagen claiming that so-called emissions defeat software has been found in the company's 3.0-liter TDI V6 diesel engines. This is a completely different engine than the 2.0 TDI that has already been identified as an emissions cheater. In addition to VW, the EPA has included Audi and Porsche in this notification, as the non-compliant engine has been used in vehicles from all three manufacturers from model years 2014 through 2016. The EPA claims that cars equipped with the 3.0 TDI engine know when they are being tested for emissions, and their on-board computers switch into a mode designed to pass the stringent requirements in the United States for diesel exhaust. Vehicles sold in the United States with this engine include the 2014 VW Touareg, 2015 Porsche Cayenne, and 2016 Audi A6, A7, A8L and Q5. The EPA says there are 10,000 vehicles currently on the road with this second defeat device, along with an unknown number of 2016 models either on dealer lots or in the driveways of consumers. According to the EPA, VW's 3.0-liter TDI, like the 2.0 TDI that was found to circumvent US regulations, has code in its computer specifically written to intentionally put the vehicle's engine into a mode that allows it to meet exhaust requirements. When the vehicle is unhooked from testing equipment, it will go back into a mode that emits nine-times higher nitrogen oxide emissions than is allowable under US law. "VW has once again failed its obligation to comply with the law that protects clean air for all Americans," said Cynthia Giles, Assistant Administrator for the Office for EPA's Enforcement and Compliance Assurance. "All companies should be playing by the same rules. EPA, with our state, and federal partners, will continue to investigate these serious matters, to secure the benefits of the Clean Air Act, ensure a level playing field for responsible businesses, and to ensure consumers get the environmental performance they expect." Richard Corey, Executive Officer of the California Air Resources Board, said in a statement, "Today we are requiring VW Group to address these issues. This is a very serious public health matter. ARB and EPA will continue to conduct a rigorous investigation that includes testing more vehicles until all of the facts are out in the open." Recharge Wrap-up: New Mitsubishi Evo PHEV, Amsterdam buses go all electric by 2025

Mitsubishi hopes to launch a new vehicle badged as the Evo based on the Concept XR-PHEV II. Mitsubishi President and COO Tetsuro Aikawa tells Autocar the new vehicle will share characteristics with the outgoing Lancer Evolution loved by enthusiasts, but will feature a plug-in hybrid powertrain in the body of a compact crossover. "In Japanese, when you pronounce 'Oh,' it means 'king,'" says Aikawa. "So we would like to launch this type of car, featuring EV and PHEV technology, which is the ultimate of its kind. 'EV' for electric vehicle, 'O' for king - Evo." The Mitsu boss also envisions the four-wheel-drive Evo to be "light and fast - something performance-oriented." Within two years, the city will have 40 electric buses in operation, and will phase out the rest of the diesel fleet in the following years. "This project means we are saying goodbye to symbolic behavior and pilot projects," says transport alderman Abdeluheb Choho. "We have decided to just do it, not to experiment with five buses." Read more at Clean Technica. BMW and General Motors are both listed in the top five US organizations generating and using green energy onsite. In an EPA list, BMW's Spartanburg, South Carolina manufacturing facility is number four, with credit going to its use of landfill gas. In 2013, 69,383,477 kWh - or 37 percent of its total usage - came from green energy. GM's Fort Wayne Assembly was number five, with 43 percent of its power coming from methane from a nearby landfill. Volkswagen will release its 2014 sustainability report on Twitter on Monday, May 4. It will be the first step in using the social medium to distribute information on economic, environmental and social sustainability to a larger audience. The report will include a section called "Electrifying China with a tailor-made efficiency strategy," which focuses on reducing CO2 emissions through the use of electric vehicles. VW rearranges leadership as brand focuses on electrification

The Volkswagen overhaul continues into next year with a raft of new executive appointments that CEO Mattias Muller says will enable "Faster decision-making and more efficient action." One of the headline moves is Porsche head of design Michael Mauer taking over VW Group design, succeeding Walter de Silva who retired in early November after running the Group's styling bureau since 2007. Among the sheetmetal on Mauer's resume are the Mercedes SLK and SL from the late nineties, the 2007 Porsche Cayenne, the Panamera, and, most recently, the 918 Spyder. He will retain his current role at Porsche in addition to the new responsibilities. Here's hoping some of the excitement seen in the 918 filters its way down to VW's recently mundane offerings. Dr. Ulrich Eichhorn was head of Group R&D from 2000 to 2003, then went to Bentley, then left the company for the German Association of the Automotive Industry in 2012. He has been lured back to his old role in charge of Group R&D, taking over the shoes recently worn by Dr. Ulrich Hackenberg, who resigned in early December while still suspended over his involvement in the diesel emissions fiasco. Ralf-Gerhard Willner takes over Group Product and Modular Toolkit Strategy, after leading development vehicle concept divisions at Audi and VW, and being technical director at Italdesign Giugiaro. He will play a huge role as VW evolves and expands its current platform strategy to include purpose-built electric cars and flat batteries. All those bottoms will be in chairs in Q1 of next year. The number of department heads that report directly to Muller has also been cut, giving Muller more time to focus on "overarching issues of the future." VW says that primary among them will be technology issues from EVs to digital integration. Back in October the company hired Thomas Sedran away from Opel as a lead strategist, his job being to figure out how each of those technical departments and the Group's brands navigate the marketplace and those "issues" from now until 2025.
