Toyota, Mazda form electric car technology venture

TOKYO — Toyota has established a new venture to develop electric vehicle technology with partner Mazda, seeking to catch up with rivals in an increasingly frenetic race to produce more battery-powered cars. Policymakers in key markets like China are pushing a shift to electric cars over the next two to three decades, while relatively new rival Tesla is gaining momentum and diesel cars are going through the fallout of the Volkswagen diesel scandal, pressuring traditional automakers to crank up plans for fully electric vehicles (EVs). At the same time, declining battery costs are enabling more power to be packed into cars, making an electric car future easier to imagine. Toyota said in a statement the new company will develop technology for a range of electric cars, including mini vehicles, passenger cars, SUVs and light trucks. Toyota will take a 90 percent stake in the joint venture, called EV Common Architecture Spirit Co Ltd, while Mazda and Denso Corp, Toyota's biggest supplier, will each take 5 percent. The plans build on a partnership announced in August when Japan's biggest automaker agreed to take a 5 percent stake in Mazda and two said they would jointly develop affordable electric vehicle technologies. Although Toyota is providing most of the financial firepower and existing EV know-how, Mazda's engineers have gained the admiration of the industry with breakthrough technologies such as its compression ignition engine announced last month. Shares in Mazda surged to end the day 3 percent higher, while those in Denso rose 1.8 percent. Toyota shares were flat. Both automakers are somewhat behind rivals, with neither having a fully electric passenger car on the market yet. After years of focusing on bringing hydrogen fuel cell vehicles to the market, Toyota last year set up a division to develop electric cars which is led by President Akio Toyoda, and said it plans to introduce EVs in China in the coming years. Toyota has also announced it will bring a game-changing solid-state EV battery to market by 2022. That division would continue as a separate entity from the new joint venture, a Toyota spokeswoman said, while adding that the two teams would co-operate on technology development. Mazda has an R&D budget a fraction of Toyota's, which has made it difficult to develop electric cars on its own. Even so, it has said it plans to launch EVs in 2020.

Senator pushes for up to life sentence for auto execs found to delay recalls

Democratic Senator Claire McCaskill (shown above) has had it with automotive execs stalling when it comes to recalls. The Missiourian has proposed a new bill, the Motor Vehicle and Highway Safety Enhancement Act, which aims to improve the automotive safety following the high-profile fiascos involving General Motors and Toyota. Aside from a doubling of the budget for the National Highway Traffic Safety Administration over the next six years and the removal of the $35-million limit for fining automakers, the plan includes a provision that would punish auto executives if it's discovered they knowingly delayed recalls. How will it punish them, you ask? Oh, you know, just life in prison. The bill "gives federal prosecutors greater discretion to bring criminal prosecutions for auto safety violations and increases the possible penalties, including up to life in prison for violations that result in death," McCaskill's office told The Detroit News. If a delayed recall led to serious injuries, meanwhile, execs could still face a 15-year stint behind bars. As for that change in the fine structure for automakers, the removal of the limit is complemented by a hefty increase in the per-vehicle fine, from $5,000 to $25,000. With this change, GM could have been on the hook for $55 billion (with a "b") in fines for its bumbling of the ignition switch recall, rather than just $35 million. The News says, though, that NHTSA has "wide discretion" in handing out the fines. Considering a $55-billion fine is enough to sink any automaker, it is unlikely that such a monumental sum would be handed out. Still, the potential threat of such a death sentence should be enough for any automaker to sit up and take notice. "With millions of Americans behind the wheel every day, and more than 33,000 killed on our roads each year, we've got to do more to keep our cars and the roads we drive them on safe," McCaskill said, according to The News. "Painful recent examples at Toyota and GM have shown us we also must make it easier to hold accountable those who jeopardize consumers' safety. For too long, auto safety resources have remained virtually stagnant while cars and the safety challenges they present have become more complex." What do you think? Toyota Supra and BMW Z5 coming in 2018 from Austria

A German automaker and a Japanese one get together to jointly develop a new sports car. So where do they build it? In Austria, of course! This according to a newspaper based in Graz, where contract manufacturer Magna Steyr is also based. BMW and Toyota have reportedly been working on a joint sports car program for a while. Toyota's version is expected to revive the Supra name and spirit, while BMW's is to replace the aging Z4 roadster and potentially wear a Z5 badge. Details are still up in the air – or on tight lockdown – but we can expect both to feature six cylinders mounted up front, driving the rear wheels through a proper manual transmission. Now Kleine Zeitung reports that both versions will be built on their behalf by Magna Steyr, and that they'll launch in 2018. The contract manufacturer already builds the Mini Countryman and Paceman for the BMW Group, but the Paceman is being discontinued, and the next-generation Countryman is slated to be moved in-house – following the lead of the Porsche Boxster/Cayman and Aston Martin Rapide. Though the Graz facility still builds the Mercedes G-Class and is soon slated to begin manufacturing for Jaguar Land Rover, the Mini crossovers' departure leaves Steyr with leftover capacity. BMW intends to fill some of that with assembly of the 5 Series sedan, but the joint sports car project ought to fill in the rest. This would mark the first time that Magna Steyr would build a car for Toyota – or any Asian manufacturer for that matter, after a previous contract with Infiniti fell through. It wouldn't be the first time the two have collaborated, though: the Kleine Zeitung report indicates that the FT86 Open concept (in the gallery below) was built by the Austrian workshop, which has expertise in crafting convertibles as well. Steyr has done the roof assemblies for the Mercedes SLK and Opel Astra TwinTop, as well as complete production of the Porsche Boxster and Saab 9-3 Convertible, to name just a few. Expect BMW's version to offer some sort of folding roof mechanism, but it's too early to speculate on the prospect of a convertible Supra.
