Honda underreported 1,729 claims of injuries or deaths since 2003

Among these underreported cases were eight Takata airbag inflator ruptures not submitted. Following an independent audit of its safety reporting procedures, Honda has found massive holes in its methodology and practices that resulted in 1,729 claims of injuries or deaths going unreported to federal authorities dating back to July 2003. The cases should have been submitted to the National Highway Traffic Safety Administration as part of its quarterly Early Warning Reports (EWRs) under the TREAD Act, but they fell through the cracks for a variety of reasons. Honda blames the underreporting on three factors: data entry errors, computer coding problems and "an overly narrow interpretation of what constituted a 'written notice' under the TREAD Act." The first two issues were related to the computer program that collected the claims. If employees didn't enter a date in the "written claim received" field, then they were omitted from the EWRs. Also, the company's internal component codes didn't always match those used by NHTSA, and only the ones that were the same were disclosed. Finally, third-party documents, including police reports, were not considered. Honda says the computer error is now corrected, and the company is updating its data entry training. In the future, written and oral claims will be included in EWRs, as well. Among these underreported cases were eight Takata airbag inflator ruptures not submitted in Honda's EWRs, including one death and seven injuries. However, the automaker claims NHTSA was already aware of all of these incidents either from the agency's own records or from the company's notification outside of the EWR process. Unfortunately, this problem could have been stopped much sooner. The issue was first brought to light in 2011 but didn't result in a followup. NHTSA advised the automaker of discrepancies in January 2012, and it still did nothing. This third-party audit wasn't commissioned until September 2014. "Honda acknowledges that it lacked the urgency needed to correct its problems on a timely basis," it says in the announcement. Separately, the Japanese government is starting an investigation, as well. According to Reuters, the Japanese Transport Minister has created a task force to look into the Takata recalls and find out whether Honda under-reported incidents there. IndyCars parade across Golden Gate Bridge for Justin Wilson [w/video]

Seeing IndyCars driving on public roads is a rare treat, especially on an iconic landmark like the Golden Gate Bridge. Unfortunately, the exciting sight came on a very somber occasion. On August 27, a parade of five racecars sped across the famous span in large part to memorialize fellow driver Justin Wilson. In an incredibly touching scene, teammate Marco Andretti led the pack, and he was behind the wheel of Wilson's number 25 Andretti Autosport Honda. "It was an honor to drive Justin's car. It was emotional for sure," Andretti said to the IndyCar Series. Behind him were Graham Rahal, Will Power, and Josef Newgarden. James Hinchcliffe was in a two-seater IndyCar to deliver the Aston Cup to the season finale at Sonoma Raceway. Two safety vehicles were also part of the procession, and they were flying Justin Wilson flags. Wilson passed away earlier this week after being struck in the head by a carbon-fiber nosecone from a crash ahead of him during the ABC Supply 500 at Pocono Raceway. Since then there has been an outpouring of support from the motorsport world for the 37-year-old racer's family. You can watch a clip of the driver's crossing the Bridge, below. Honda invests $25m on hot-weather testing facility in Mojave

Situated in the Mojave Desert near Cantil, CA, the Honda Proving Center of California is a 4,255-acre facility incorporating a 7.5-mile high-speed oval and a 4.5-mile road course. The location also has a series of off-road routes for testing trucks, dirt bikes, and the like. It first opened in 1990 but ceased functioning twenty years later, after which we saw it listed for sale online. Honda evidently had a change of heart, and is now setting about refurbishing the facility and putting it back into active duty. Backed by an investment of $25 million, the warm-weather proving ground is set to reopen next April. Exact details of the renovation plan have not been announced, but the existing features are set to be refurbished and some new ones added to the site. Honda currently undertakes most of its vehicle testing in America at the Transportation Research Center located near its plants in East Liberty and Marysville, OH. It also operates to major proving grounds back home in Japan in Takasu and Tochigi, and a dedicated motorcycle R&D center with its own test track in Asaka. It also owns the Motegi complex, complete with road course and oval speedway, near its main facility in Tochigi. The proving center, which was in operation from 1990 through 2010, is scheduled to reopen in April 2016. The 4,255-acre warm weather testing facility features a 7.5-mile high speed oval track and a 4.5-mile winding road course that will be completely refurbished. The renovations also will include the addition of some new vehicle test road enhancements to the property. "As we continue to accelerate our growth in the U.S. market with a competitive line up of cars and trucks designed and developed in the U.S., we are reinvesting in HPCC to create a world-class test facility," said John Mendel, executive vice president of the Automobile Division of American Honda Motor, Co., Inc.
