Fingers point to dragged-out NHTSA investigation after second death by ARC airbag inflator

Safety advocates have increased criticism of the federal government's National Highway Traffic Safety Administration after an exploding airbag inflator that's been under investigation for more than six years killed a second person.  On Wednesday, NHTSA posted recall documents filed by General Motors that revealed the second death, the driver of a 2015 Chevrolet Traverse SUV with an inflator made by Tennessee company ARC blew apart, spewing shrapnel. No details were given about where and when the death occurred. NHTSA has said that ARC Automotive of Knoxville has manufactured about 8 million inflators used nationwide in vehicles made by General Motors, Fiat Chrysler (now Stellantis), Kia and Hyundai. “NHTSA should have been all over this along time ago,” said Rosemary Shahan, president of California-based Consumers for Auto Reliability and Safety. “There's just no denying that itÂ’s a (safety) defect.” NHTSA, the agency charged with with keeping America's automobiles and roads safe, began investigating ARC inflators in July of 2015 after two people were injured by flying shrapnel. The investigation became more urgent in 2016, when a Canadian woman driving an older Hyundai Elantra was killed by metal airbag fragments. Public records show only a little progress on the probe. In April, the agency posted a memo in saying it was reviewing volumes of information it received from ARC. Safety advocates such as Shahan say that the dragged-out investigation is an example of the deadly consequences that can result from an understaffed and underfunded agency. The second death should not have happened, Shahan said, and vehicles with faulty ARC inflators should have been recalled faster. The agency, Shahan said, is “grossly underfunded," but it still should have sought recalls of the ARC inflators. She said historically NHTSA has taken little action during Republican administrations but has ramped up safety efforts when Democrats control the White House. Messages were left Wednesday by the Associated Press seeking comment from NHTSA and ARC. At this time, relatively few vehicles are effected. The GM recall covers only 550 Chevy Traverse SUVs from the 2013 through 2017 model years, as well as Buick Enclave SUVs from 2008 through 2017. The automaker said in a statement that the faulty front driver's airbag inflators were either installed at the factory or in replacement airbag modules.

UPDATE: The official press release says that "Volt [sales were] up 7 percent," but Randy Fox let AutoblogGreen know that this is simply due to a change in the fleet/retail mix between March 2013 and 2014. The actual number sold was exactly the same in the two months. A month ago, Nissan's director of EV sales and marketing, Toby Perry, said he expected to see the Leaf's sales momentum continue into March. It wasn't a big leap, since January and February were slow sales months in 2013 (around 640 each) before a big climb to 2,200 in March. In 2014, the first two months of the year were better (around 1,300 each) but Nissan can still be happy that the Leaf just had the best March ever and its second-highest sales month ever, with 2,507 sold. That's a 12.1 percent increase from 2013 and Perry said in a statement to AutoblogGreen that one reason is all of the buyers who are becoming evangelists for the vehicle. "We've also seen an increase in showroom traffic as we enhanced our marketing presence in March," he said. Nissan pointed to cities like Washington, DC, Raleigh-Durham, NC and urban areas in Texas as strong Leaf markets last month. On the Chevy Volt front, January and February were also slow months in 2014, down roughly half from the 2,000-ish the plug-in hybrid was selling at the end of 2013. For 2014, sales were up slightly from the first two months of the year and Chevy spokesman Randy Fox told AutoblogGreen that the March number was "pretty flat, year-over-year." Even with that warning, we were surprised to see the total come in at 1,478. Why's that? Because the total for March 2013 was ... 1,478. So, yeah, that's pretty steady even if there were 26 selling days in March period this year compared to 27 last year. A Chevy Camaro hybrid? That's what EcoCAR3 could bring

Figuring out a way for a hybrid powertrain to co-exist with the performance expectations of a classic American muscle car is a challenge that could vex that most experienced of automotive engineers. It's a challenge, in fact, being handed to a bunch of college students. Over the next four years, students from 16 North American colleges and universities will attempt to wring fuel efficiency from a 2016 Chevy Camaro as part of EcoCAR3, an advanced-vehicle technology competition sponsored by the Department of Energy, General Motors and others. They'll be attempting to use hybrid or plug-in hybrid technology while not sacrificing the performance of the Camaro, which was selected in part because the current model achieves just 17 miles per gallon in city driving and 28 MPGs on the highway, per EPA numbers. Students will get the latest version of the vehicle to work on, one that is expected to be unveiled next month on Belle Isle in Detroit. "If we still want to produce V8 Camaros, we're going to have to look at alternative methods of propulsion," said Al Oppenheiser, the chief engineer on the Camaro. "So the ideas that these college teams come up with could very easily be adapted to a car like the Camaro." Unlike similar competitions that reward fuel efficiency in vehicles, EcoCAR seeks those gains while emphasizing cost and consumer acceptance of these vehicles. The cars shouldn't look like experiments; they should look like everyday vehicles on the road. Previous competitions have allowed the teams to use whatever powertrain they desired. This time, EcoCAR officials designed the competition to concentrate on hybrid, hybrid-electric and diesel options. Competitors won't have the option of using hydrogen fuel cells as they have in the past. Last year, a team from Colorado State built a vehicle that contained both hydrogen and electric power sources. This year's limit is a curious choice, as some automakers such as Toyota have placed heavy bets on fuel cells in recent years. General Motors also runs a fuel-cell program. With the focus on cost and practicality, however, the program officials wanted to narrow the framework of the contest. "We always have some good decisions on what to make within the scope or out of scope," said Jim Kolhoff, global director of software engineering for General Motors.
